As usual, you didn't read your own link. There was no agreed upon fee. They offered that amount. The Clintons voluntarily began seeking State Department input on all of his speaking requests, with the State department having final say on all decisions long ago. If anybody. no matter who, requested him to speak, they were consulted. Another attempt to scandalize something that is just not scandal material.
