Are lap dances a human right?

The way I see it,if lap dances become a right. The people who actually pay taxs should get the hot strippers.
Welfare recipient's should get strippers that look like Rosanne Barr and Whoopie Goldberg.

Sounds fair to me...and what better incentive to get off the public dole.

The House bill would give states two years to implement new rules. States that fail to comply could be hit with a 5 percent reduction in their block grant.

Boustany’s office cited reports of welfare abuses in eight states, totaling millions of dollars. His legislation would not reduce spending directly, but would restrict how taxpayer funds can be used.

In one well-publicized example, the Los Angeles Times reported in 2010 that California welfare recipients were able to withdraw cash from their state-issued debit cards at more than half of the casinos in the state.

“We have an obligation to make sure taxpayer dollars are spent appropriately,” Boustany said.

Debit cards issued to provide assistance to welfare recipients were used to withdraw cash at ATMs in strip clubs, casinos, bingo halls and amusement parks, a 9News investigation found.

As a result, more than $1 million in welfare funds goes to ATM owners and banks through transaction fees every year.

At strip clubs, where transactions are not banned by state law, 9News found numerous transactions, including 14 at Shotgun Willie's in Glendale for a combined amount of $1,500.

Taxpayers also covered the $6.50 ATM fee for each withdrawal.

Out of the 222,000 transactions reviewed by 9News, 80 percent occurred at ATMs that applied a fee to accounts, resulting in about $540,000 in fees.

A new federal law signed by President Barack Obama on Wednesday will force states to ban all such transactions within the next two years or face losing federal funding.

They have no concept of responsibility. Just like when democrats promised to pay for the health-care law with the money they saved by cracking down on Medicare Fraud. Even democrats admit that Medicare Fraud is now $125 billion a year. That is up 30% since the health-care bill became law. The Medicare Fraud fraud alone could fund all the wars. Launched last summer, a $77 million computer system to stop Medicare fraud before it happens had prevented just one suspicious payment by Christmas. That saved taxpayers exactly $7,591. :lol:

As the recession continues onward, House Republicans are worried that those receiving welfare payments may be having a bit too good of a time.

The chamber will again vote Wednesday on a bill which would ensure that electronic withdrawals of Temporary Assistance for Needy Families dollars aren't allowed to be withdrawn from ATMs at strip clubs, casinos or liquor stores. TANF replaced national welfare programs after the welfare reforms of 1996.

Good to see they are focused on "jobs, jobs, jobs". What is troublesome is that the recipients of TANF may have jobs at casinos, adult entertainment establishments, or liquor stores and will simply be inconvenienced by this silly statute.

What needs to happen is this:

The Federal Government (and any State offering aid to families) need to set up a carbon copy of PayPal. They can sell advertising on the website too which will be a very good idea but that's beside the point.

Then register merchants like grocery stores, day care centers, utilities, etc as authorized payees.

When an aid recipient needs to pay one of these places, they transfer the money. Or, as PayPal does...issue payer cards linked to their accounts.

Not only for welfare but lets say Student Aid gets the same set-up. So that Pell Grant can't be used for stereo equipment, Small business loans can't be used for household repairs, grants to colleges can't be used to wine and dine alums, etc...

Though I like your idea. A system like that would eliminate much of the bullshit that goes on in the current setup. I have always preferred the way WIC is set up though. If you want food - this is what you are going to get, right down to the general items. Most systems can and should be set up exactly like that.
