From what I understand... and this is according to Sky News Foreign Editor, Tim Marshall, the issue arose from a direct question regarding the potential for civilian casualties. In response, the Head of the Arab League commented that they would not support action that led to the deaths of civilians. This was mistranslated and journalists reported it as a crack in the coalition because of the bombing. The Head of the Arab League has since clarified his remark, saying that targeting military installations was fine but they were concerned about any accidental deaths of civilians.

can you link, when you see it to their explanation, because they have a lot of outlets from the entire ideological spectrum using the articles verbiage as stated in the OP.

The strikes are the aggressive way of enforcing a no fly zone.

Something like "sure we will enforce it, but it would be putting our boys at undue risk to just let the them get shot at w/o softening uo the air defenses."

Not sure of my feelings but at least we seem organized about it.

20 o'clock was short break for the Ambassadors to contact their capitals.
Rasmussen will make written statement on 24 o'clock about disagreements within NATO.

There are 2 frictions. France doesn't want to transfer the command over it's aircraft to a 'Coalition command'.
The other friction is, that the current pseudo-NATO operation of 3 NATO members is proceeding outside of NATO-plannings for Libya from the previous weeks. Those plans didn't include military action.
USA, Britain, France did bomb without consultation within all 28 NATO-members.
Some members of NATO say, that the no-fly zone must be restricted and not effect whole Libyan territory.


Russia has criticized the bombings and says, that the whole operation has outstretched the UN mandate:

So far, only Qatar has commited to the operation. They say, that it will be 4 Aircraft.
About 30 minutes ago was press-briefing in Pentagon (don't know his name), he was asked about Muslim participation (Qatar). The general answered, that they currently help 'them' (Qatar) with logistics. That simply means Qatar hasn't even the capability to fly with its 4 aircraft from Qatar to Italy.

And finally, that's no civil-war in Libya. Citizens capturing tanks and aircraft are no civilists, but irregular fighters.
That's tribal war with the tribes around Bengazi already opposing Ghaddafi coming to power decades ago.
Since then, the geography of those tribes gets no investments from the state.

I thought, that I had to contribute this in light of a lot of dirty informations floating around.
It wouldn't surprise me, if Amr Moussa really has said that. Just as he is quoted by press.

There is no consensus like your press likes to portray with 4 Qatari aircrafts joining the operation.

But Arab League leader Amr Moussa is now distancing his organization from the resulting military action in what may be a sign he is feeling pressure in the region from member states fearful of Libyan leader Muammar Qadaffi's reach.

If tomorrow can't be reached agreement, USA will either transfer command to EU or Brit-France coalition.

NATO is defence Alliance, not offense Alliance to bomb Muslim countries.
 
It would be in the best interest of everyone for Qaddafi to be removed from power as soon as possible. Yes, a vengeful Qaddafi could certainly signal to operatives in other Arab countries to seek terrorist reprisals. I don't really think the limited military operations have resulted in civilian casualties, at all. The Arab league knows that, unless they are listening to the state run media that Qaddafi has instructed to plant such lies.

No, I would think the Arab league is concerned about his reprisals. They are seeking a short term solution to a long term problem. The best thing that could happen now is for Qaddafi’s inter circle to turn on him and take him out. It may very well happen. If I were he or his equally demented sons, I would be very wary of body guards, even to the point of constantly seeking loyal replacements.
