The reason the VA works is because, under Clinton, the VA put in place a central data base (Vista/cprs) that is used to keep track of medical procedures, medicines and therapies. Not just that they happened, but their effectiveness. This is why the VA is able to spend 96 cents on the dollar for patient care. Unlike health care companies who have to skim billions off policies to pay CEOs. Believe me, when one CEO salary is nearly a quarter billion (Cigna) over 5 years, it takes a lot of skimming, a lot of policies, and a lot of denied claims. Republicans call that "good business practice" and "the American way".
