You lack an understanding of how the House works. The party not in power rarely introduces bills, most of the one they "introduce" are just for show.
 
Weiner is a member of the house. they don't do cloture there.

The House leadership set this up to require two thirds to pass because they didn't want it to pass. They didn't want the solution, they wanted a stick to beat the Republicans with.

The Republicans also had a problem with all kinds of extraneous matter stuck in there that didn't belong. Also a typical tactic of the last three years. You got an important thing in a bad bill with bad stuff that no one wanted to pass, but they wanted a convenient tool to make political hay with.

If they wanted it to pass, they would have allowed stripping out the stupid, and a simple vote on the measure.

Now the problem is still there, they can set up a new tar baby, and the folks who needed the help are SOL. it is the folks like Weiner that should be called out for playing this kind of stupid game.

exactly, and both sides do it, that why bills that pass with bi-partisan sppt. start out that way, and pass after committee compromise(s), something in this polarized atmosphere is almost impossible it appears now.

As the majority party like it or not the dems have the whip hand and are ultimately responsible if it passes or not, just as when Delay, then Hastert ran the show, they were.....

Basic rule is, if you want us to trust you, you don't play this kind of stupid game. The way this played out is that those with the power and authority and ability to help turned an important bill into a side show and guaranteed that those who needed help didn't get it.
 
We'll see. Bob Turner is an excellent choice for the GOP and anyone who is sympathetic to the Tea Party values.
