They sound like anarchists.

They are an anarchistic group who the FBI and state investigators have stated are not a threat. What they are concerned over is some individuals (not affiliated with this group) will take it upon them selves to do harm. Essentially it's a laying of groundwork for potential prosecution if someone else uses, or allegedly uses this groups actions to commit crimes.
