The military doesn't ban guns per se. They just restrict where and when you can have them on base, and they require you to store them in the base armory. There are still armed security personnel at all gates and on roving patrols.

Sure the gates are guarded but the rest of the base is no different than any civilian town. So there is not a lot of people walking around with guns.
