Name of the movie is The Lives of Others. It was produced in 2006 and concerns events from 1987-1993.
Basic plot is the minsister of culture has the hots for a famous actress, who is not interested in him, and is living with a famous writer. Since he can't have her, he asks state security to destroy the writer.
The job is given to Captain Weisler, who knows the why of the job. Which makes him very uncomfortable, as he is a true believer in socialism, as opposed to his superiors, who are only interested in the benefits of their positions, which includes involuntary nookie.
The writer Captain Weisler is told off to spy on is also a true believer. But he does have issues. The minister of culture has banned his favorite director for a bit of les Majestie at his expense and the director spirals down to suicide over the fact he can no longer work.
The spy, after listening to the writer feels disgust for his job, and when the writer writes an article for a western magazine on hidden socialist statistics, the spy decides to cover up his activities.
