But what sort of consequences, if any, should the bullies in this case and similar cases face?

Maybe a tour of a battered women's shelter where many need to bring their children to escape the bully at home. They need to be shown, by example, that such behavior is not clever, cute or macho and that they might wind up in prison in a few years since sociopathic behavior often leads to violence.
