John Sipher - former CIA analyst - is on PMSNBC as I post this. From one side of his mouth he arrogantly rejects Trump's belief that "... this report does not conclude that the President committed a crime..." (R. Mueller III) means what it says while from the other side he claims Horowitz's IG Report and other DOJ investigations will turn up no criminality but will smear some individuals and their agencies.
