I know that Rasmussen polling techniques (1) excludes cellular phones and only uses landline contacts, (2) is a "robo calling" method that gets many non-responses from busy people, (3) does not use any direct contact techniques for polling samples, and (4) weighs samples more heavily for Republicans than some other polls.

Because of this, Rasmussen tends to poll older and unemployed households that still have landlines. It does not generally poll a more mobile, young, and employed population demographic.

That's why Rasmussen is usually far, far different than other polls that do a better job of cross-sampling in the greater population--and also why Rasmussen is often cited by Republican fans.

I can't speak to Gallup, although I note that their recent polls had a disproportionate number of sampled respondents from the South (I don't know the explanation for that), and also "corrected" through weighing more favorably toward Republicans than most other polls.
