I know your probably used to handouts, so you won't understand this. The thing we can learn from London is giving entitlement do NOT provide incentive to change one's situation. In fact it does the exact opposite. It gives them incentive to get public assessance. Once entitlement become permanent, then they are hard to take away. The entitlement receiptant becomes to have a self-righteous to the entitlement! Once you take it away, this self-rigtheousness comes out in a destructive way!
