What you are proposing is something called "Tyranny of the Majority." Rejection of that ideology is one of the only reason the United States even exists.
 
Its called true democracy. A citizens voice means alot more than just a popular vote,it will now be the vote that counts.tyranny is a government without citizens voice.

Look at the civil rights voting records that president johnson fought against,99% of republicans voted in favor.
What in the hell are you talking about? The 1964 Civil Rights Act? Johnson was a strong supporter and 99% of the Republicans did not vote in favor of it. The actual final vote was:

The Senate version:
Democratic Party: 46-21 (69%–31%)
Republican Party: 27-6 (82%–18%)
The Senate version, voted on by the House:
Democratic Party: 153-91 (63%–37%)
Republican Party: 136-35 (80%–20%)

Well documented that johnson tried to fight civil rights all the way.
That's nuts. Johnson worked for minorities almost all his political career even though he was a southern politician. In 1965, he supported and signed the voting act and later the 1964 civil rights act.

In Johnson's first address to Congress, he told the legislators, "No memorial oration or eulogy could more eloquently honor President Kennedy's memory than the earliest possible passage of the civil rights bill for which he fought so long.". Throughout his presidency he used the bully pulpit to push the legislation through congress. Without Johnson's help the bill would have been blocked by the Senate Judiciary Committee headed by Senator James O. Eastland, Democrat from Mississippi.
