I have been watching some Direct TV documentaries on the War on Drugs and came to the conclusion that the war is not won nor is it lost. It is a governmental established bureaucracy that has become self perpetrating and will not tolerate any diminishing of it's operations. Moore's 8th Law of Bureaucracy state that " large bureaucracies will grow without bound".
To wit, funding keeps growing, personnel is expanding, equipment is multiplying in complexity, scope and quantity, and there is no shortage of customers, new or recycled.
It is obvious that no amount of application of this bureaucracy has made a dent in the supply of drugs available to an addicted America.
Routes of distribution change, suppliers change, packaging adapts but the trade goes on.
Conclusion, the drug war is good for the economy if the bureaucracy will recycle the millions they confiscate into paying for it's upkeep.
I'll bet some will say "it's taken you this long to figure that out?" LOL
