One of the most influential groups in bringing about the new national policy was the Joint Commission on Mental Illness and Health, an independent body set up by Congress in 1955. One of its two surviving members, Dr. M. Brewster Smith, a University of California psychologist who served as vice president, said the commission took the direction it did because of ''the sort of overselling that happens in almost every interchange between science and government.''

''Extravagant claims were made for the benefits of shifting from state hospitals to community clinics,'' Dr. Smith said. ''The professional community made mistakes and was overly optimistic, but the political community wanted to save money.''

...''We knew that there were not enough resources in the community to do the whole job, so that some people would be in the streets facing society head on and questions would be raised about the necessity to send them back to the state hospitals,'' Dr. Brown said.

But, he continued, ''It happened much faster than we foresaw.'' The discharge of mental patients was accelerated in the late 1960's and early 1970's in some states as a result of a series of court decisions that limited the commitment powers of state and local officials.

Dr. Brown insists, as do others who were involved in the Congressional legislation to establish community mental health centers, that politicians and health experts were carrying out a public mandate to abolish the abominable conditions of insane asylums. He and others note - and their critics do not disagree - that their motives were not venal and that they were acting humanely.

There are too cops. Far too many cops. Federal, state, local, county, borough, municipal, city, village, town cops.

And all those cops, every last one of them, are either
  1. on strike at the local police employees labor union hall; or
  2. on orders from city hall to fill up the mental hospitals, jails and prisons.
The prison & mental health industrial complex is part and parcel of the notorious military industrial complex and a grand scheme of fascist communist totalitarianism.

Funny thing about that, both the movie-star Republican jet-set and the ACLU Democrat limousine liberals are progressively and viciously pro-mental-health, pro-civil-commitment, pro-gun-control and anti-gun-rights.

Reagan was a movie star who put on a show of being tough on drugs, but there were too many long prison sentences for possession of an ounce or two of some "controlled substance" or another with a statutorily inferred "intent to deliver" or "intent to distribute" under the notorious "plant-and-bust" laws of the so-called "war on drugs."

But a true criminal conviction requires mens rea & actus reus: proof of state of mind or intent to do something and the carrying through with it or the actual commission of the deed.

But the mere "possession" of something — whatever it might be — is no real act or deed; and a real intention or state of mind cannot be inferred by a mere measurement or weighing of some quantity of some substance as prescribed by statute. Thus all "plant-and-bust" laws are nonsensical, and ought to be stricken from the books because they fail the most basic elements for the conviction of a crime.

And the movie stars and entertainers were jet-setters who worked hard to glorify drug culture; for the most part they never touched the large planeloads of heroin, cocaine and cash being flown wholesale in and out of the country by big-time dealers (of their same economic class) in private airplanes.

i worked in a few nursing homes during ronny's administration & many of the institutions cleared out their patients; where they were put in these homes meant for seniors... we had head cases with literally 1/2 their brains gone from lobotomies & shock treatments... they had no business being in these homes & if they weren't put there - they were put on the street.
