This is a self-correcting problem. As CA becomes more of a zoo people will leave and less water will drawn from the reservoir.
 
Our far right flat head conservatives in Utah get much wrong.

However, on water, they generally, after being slapped by reality a couple of times, get things right. With the pipeline to St. George from Powell, and the Bear River drainage protected against encroachment by Nevada and California, Utah is making good strides.

Some issues remain: (1) water restrictions in city and residential use need to be created, encouraging the native habitat look for out door yards and gardens; (2) better agricultural usage - i.e., alfalfa crops take up 50% of the available water for agricultural industries, etc.

But compared to other western states, Utah is in the forefront.

The water problems in the San Joaquin Valley was caused not by a lack of irrigation water or by efforts to save native endangered species, but the fact that it is a friggin desert. To say nothing of the fact that those same farmers that are complaining are the same ones who sucked the aquifer there dry.
