It wasn't Mueller who was acting outside of the law, it was Comey, Clapper, Page, Struck (sp?) and Clinton herself.

Um, it's considered outside of the law when the FISA court is lied to by the head of the FBI in saying that the dirty dossier has been "verified" when he later said it was unverified.

we can see that the footnote disclosing Steele’s possible bias takes up more than a full page in the applications, so there is literally no way the FISA Court could have missed it. The FBI gave the court enough information to evaluate Steele’s credibility.
