This may seem dated but it's very applicable today. It deals with the F-15/14/16/18 and the Mig-29 and SU-27. These are the ones that many 3rd world countries have.

 
Those Russian planes are clearly downgraded and in bad shape. No comparison possible.

Pilots never jump to that conclusion. Even in bad shape a good pilot can be very, very dangerous no matter what he is flying.
The planes have limited capabilities and the pilots have few flying hours. They also have no capable AD, AWACS or comprehensive air space surveillance. All factors discriminate the Russian planes.

What the Russians have is is one of the best Ground Combat Control Systems in the world. As long as they aren't operating that far from home then they make up for all the things you mention.
