Actually, it began with Carter. He set the tone by coining phrases like "Big Oil" and "Windfall Profits". He turned public and political opinion away from the very industry that had the means to build this country into an energy powerhouse.

He proceeded to decimate that industry by enacting a "tax" that was neither a tax nor was it based on profits. He stole billions from industry, thousands of companies went bankrupt, and tens of thousands of industry jobs were lost. Domestic production fell, and imports rose.

You are also wrong about the amount of oil we have, we just don't access it or drill it. There is enough oil in Alaska, the Gulf of Mexico and newly discovered sources under the Rocky Mountains.
