Which is more important; Rep Points or Power? I would think POWER as POWER is what allows you to ding or add points to somebody else. A person with 1500 rep points but only 10 in rep power, is not as "STRONG" as somebody with 1000 points but 13 in rep power. Right?

Yes but power can shift easier so its doesn't really determine much at all.
