I'm not sure of everything you're trying to say but the gist seems to be that North Korean propaganda is convincing many of the population in the south that they (the North Koreans) had nothing to do with the sinking of the patrol boat last year.
I don't understand, though, what they are putting forward as an alternative reason...something about a 'red squirt'?
