There are already programs for all disadvantaged students. They don't need one specifically for blacks. If blacks are not benefitting from the usual programs, analyze the problem and deal with it in the standard programs so it will help all of the less performing students. Doesn't that make sense? And less costly and less discriminatory.

There are unique challenges in education in the black community. This Excellence in Education program seeks to overcome some of those unique challenges. It's not all that different than money dedicated to rural education efforts or rural poverty - which is overwhelmingly a white problem.

1) Generational urban poverty, in part due to government programs specifically designed to allow whites to move into suburbs while blacks could not.

2) Failing family structures and very high levels of poverty among single mothers and children.

3) A family focus on safety and protection over education and advancement.

The programs the administration is proposing help overcome these challenges.

I've got news for you, these "challenges" aren't unique to black families.

I have to laugh at #1, government programs used to allow all races the opportunity to move out, until the Dems decided to keep blacks in poverty to get their vote. I know many black families that lived in poverty in the 60s that now live in the suburbs. Since the Dems captured them, not so much.

The failing family structure is causation for the high levels of poverty in single mother headed homes. The government perpetuates the problem by allowing the taxpayers to function as the "family" breadwinner. And that issue deserves a thread of it's own.

The Republicans had many programs for poor families to get out of poverty. Education and job placement was a program designed to get them in to those homes. My family was a recipient of those programs. It got us off welfare and living in the suburbs. We never owned our own home. It was after the Republicans won the Civil Rights battle the Dems started to figure out how to keep them totally dependent to ensure their vote.

Fannie Mae, the Federal Housing Authority, a variety of communities that expressly banne blacks...

After decades of high crime rates and poverty, many families in urban areas have been conditioned to focus on keeping their children safe and protecting them over all else, which includes a lack of fostering a need for education. This isn't some crazy notion - it's been written about in social science for decades. It's the difference between a family structure designed to keep a child safe vs. a family structure designed to promote enrichment and advancement. It's a serious problem.

You see, I lived it in Chicago, in the ghettos. We got out because my single mom realized it was necessary for us to survive. Thank God the government allowed us to do that through the WIN program. True story.

Conservatives use to be for fiscal sanity.

Even the stimulus package had a good amount of conservative input. The size and scope were outlined by conservatives. After 2010..Obama extended the Bush tax cuts..in deference to Conservatives.

The underlying problem that Obama has just come to realize is that conservatives simply will not tolerate anyone else but a conservative in the White House.

They impeached the last President who was not a Conservative.
