Actually, that's not true either. Under the Digital Millennium Copyright Act, it's illegal to create archival copies.

Because they haven't been taken to court yet. Courts have already ruled the software itself is illegal.
 
It's only against the Law to make a financial gain, IE by selling a copy to someone else, having a movie for your own use is not illegal
