Then click on SB highlights on the top right. In this video is the pass that Ben scrambled on and threw to Hines Ward at the 3. The page referenced would have you believe Max Starks was illegally downfield. Watch the video and you'll clearly see him back up behind the line of scrimmage before Ben unloads.

It is also suggested by the NFL rule book that it doesn't matter where the lineman is when the ball is thrown, it's that he was past the line of scrimmage.
