Michael Flynn, the former US national security adviser, was recently accused of violating the Logan Act of 1799 for his communications with the Russian ambassador. But what is this act, for which no one has ever been convicted and only two people charged?

It reminds me that former senator and former Secy/State John Kerry met with agents of the North Vietnamese government during the Vietnam conflict while he was in the Navy Reserves and "on vacation" in Paris. He was never charged because he was a democrat and a darling of the left who renounced his Military service by throwing his medals over the White House fence (but they were fakes and so was he).
