The Senate Majority leader can make a determination that his party won't vote for bills that harm the American people and not waste the Senate's time on meaningless attempts to repeal the ACA.
He is under no obligation whatsoever to obey the Speaker and whatever garbage he can push through with a majority of extreme hard right zealots intent upon harming both Obama and the hardworking people of this nation.
So the onus is on you to prove that the Senate Majority Leader doesn't have that power.

Not one word of your post makes the least bit of sense,.
When the Majority Leader "pockets" bills and does not even allow Senators to discuss or vote upon them, that is a tyranny by a single individual.
Where does he have the constitutional right to determine beforehand what Senators are going to vote upon? Even before they are openly discussed?
And, of course, the Senate Majority Leader has that "power" simply because his fellow Democrat Senators have abrogated their responsibilities to review and openly vote upon resolutions. Dingy Harry doesn't even allow them to present, discuss, and vote upon Senate Resolutions.
You need to go back and take Government 101 all over again because it is clear you have no idea how either branch of Congress is supposed to operate.
