For years the FBI has blamed the CIA for several things. Some of those include the kennedy assassination, MLk assassination, the mafia (which for years they denied the existence of), the iran-contra affair, and the intelligence failures in pre-war Iraq.
FBI directors have a history of of making nutty accusations when they get out of office.
