not when there were deficits being run during the economic boom

But there were bigger deficits run during the recession. Some of that was gov't taking in less money.
But a lot of that was gov't spending more money (much more) to "stimulate demand". This is the administration's own explanation.
So if you know something the Obama Administration does not know about their own economic policy you really need to go to Washington.
