August 1, 1966 Charles Whitman goes to the top of the University of Texas tower where he spends the next 96 minutes gunning down 49 people. Whitman had placed rifles at all four sides of the tower and would fire from all sides, making it appear there were multiple shooters. Finally enough Texas Rangers and civilians from the community showed up with rifles to lay down enough covering fire to allow three officers and a civilian to enter the tower and provide the tax payer relief shots to end the carnage.

Mass shootings are a new phenomenon in our culture. And it is not because rifles are better or more accessible.

How about we establish an effective mental health system in this nation again before we pass yet another gun law?
