It will never be brought up at the debates. Obama and the Democratic party know that Romney's rebuttal would put that issue to rest and the swingers would jump on the Romney bandwagon which wouldn't make it a powerful tool. So, the democrats will just continue to use this 47% term to manipulate the media and people during media interviews and talk shows.
