I don't know as much about Black-Americans but increasingly Hispanic/Latino Americans are seen and see themselves as white or mixed race (more or less white) Americans. John Hagee one of the leaders of the religious right is one such example, another is Linda Ronstadt who is seen as a typical limosine liberal.
 
The 2010 census report coming out Tuesday will include a boatload of good political news for Republicans and grim data for Democrats hoping to re-elect President Barack Obama and rebound from last month's devastating elections.

The population continues to shift from Democratic-leaning Rust Belt states to Republican-leaning Sun Belt states, a trend the Census Bureau will detail in its once-a-decade report to the president. Political clout shifts, too, because the nation must reapportion the 435 House districts to make them roughly equal in population, based on the latest census figures.

The biggest gainer will be Texas, a GOP-dominated state expected to gain up to four new House seats, for a total of 36. The chief losers — New York and Ohio, each projected by nongovernment analysts to lose two seats — were carried by Obama in 2008 and are typical of states in the Northeast and Midwest that are declining in political influence.

Democrats' problems don't end there.

November's elections put Republicans in control of dozens of state legislatures and governorships, just as states prepare to redraw their congressional and legislative district maps. It's often a brutally partisan process, and Republicans' control in those states will enable them to create new districts to their liking.

The combination of population shifts and the recent election results could make Obama's re-election campaign more difficult. Each House seat represents an electoral vote in the presidential election process, giving more weight to states Obama probably will lose in 2012. The states he carried in 2008 are projected to lose, on balance, six electoral votes to states that his GOP challenger, Sen. John McCain of Arizona, won. That sets a higher bar for Obama before his re-election campaign even starts.

Unless you want to become the party that welcomes illegal aliens as new citizens there is no good news from the recent census for the GOP.

Illegal aliens appear to account for almost all of the new districts the census will require. While legal citizens account for almost all of the districts that will be eliminated.

This is an old, old cultural issue that Steinbeck covered well in the Grapes of Wrath. Being "spanish" has always been more esteemed in the west than being "indian". Hence most Latin Americans prefer to consider themselves White, vs indigenous.
 
2010 census shows slowing US population growth; more House seats for GOP-leaning states.

WASHINGTON (AP) -- Republican-leaning states will gain at least a half dozen House seats thanks to the 2010 census, which found the nation's population growing more slowly than in past decades but still shifting to the South and West.

The Census Bureau announced Tuesday that the nation's population on April 1 was 308,745,538, up from 281.4 million a decade ago. The growth rate for the past decade was 9.7 percent, the lowest since the Great Depression. The nation's population grew by 13.2 percent from 1990 to 2000.

Michigan was the only state to lose population during the past decade. Nevada, with a 35 percent increase, was the fastest-growing state.

The new numbers are a boon for Republicans, with Texas leading the way among GOP-leaning states that will gain House seats, mostly at the Rust Belt's expense. Following each once-a-decade census, the nation must reapportion the House's 435 districts to make them roughly equal in population, with each state getting at least one seat.

That triggers an often contentious and partisan process in many states, which will draw new congressional district lines that can help or hurt either party.

In all, the census figures show a shift affecting 18 states taking effect when the 113th Congress takes office in 2013.

Texas will gain four new House seats, and Florida will gain two. Gaining one each are Arizona, Georgia, Nevada, South Carolina, Utah and Washington.

Ohio and New York will lose two House seats each. Losing one House seat are Illinois, Iowa, Louisiana, Massachusetts, Michigan, Missouri, New Jersey and Pennsylvania.

Florida will now have as many U.S. House members as New York: 27. California will still have 53 seats, and Texas will climb to 36.

Because certain areas of the US are growing in population, doesn't mean they will become Republican.
They already ARE, just becoming MORE so.

Look at how the 2010 Census is going to effect House Seats in the link below. States that have higher taxes and out of control spending (New York, New Jersey, Massachusetts), are seeing people move to more conservative lower income tax states like Texas. Do you need a better example of how HIGHER taxes can effect businesses and state population growth?

Overall it seems like good news for the Republicans.

But if significant numbers of people move from Blue States to Red States, do they become Republicans? Many of the Increases in population in those Red States are Hispanic, have the Republicans done much lately to capture the Hispanic vote?
