You'd need to ask Sierra-Nevada why they are building it in Brazil instead of here.

My source (Reuters), says it will be build in Brazil, by what appears to be a subsidiary or partner of Sierra-Nevada.

Your source mentions both companies, but states it will be built here in the US.
