When I was an official spy in Vienna, I extensively studied Warsaw Pact military and I totally agree with your assessment. In many cases, other than Russian forces seldom had more than 40% readiness while the Russians were at 60% to 70%. In addition, their command and control procedures were outrageously limited.

The US and NATO forces delegate a lot of the decision making to individual fighting units. Our noncommissioned officers have a lot of authority when it comes to actual fighting. It provides for a fighting force that can quickly make decisions as the fighting progresses

Russian forces are less educated and are not trusted by their superiors. Their morale and training is very poor
