Sorry your study is worthless since it does not in fact only address "crack". Which is much more addictive then powder. And I doubt more blacks use powder than whites which skews the results. I also believe crack is cheaper to buy and more easily obtained.

Rep Power: 211 | | | I don't get the parallel between the homeless vet and the convict. A homeless vet is a homeless vet by choice. He hasn't proven he's a criminal, he hasn't been caught and convicted of a crime. He served his country at one point.
It should be easier for him to get a job....provided one can find a job he would deign to take. Having had some contact with homeless vets, chances are he isn't interested in working at any rate. He has other issues.
But it has always been hard for ex-cons to get work. It's not as bad today as it used to be...but many jobs won't hire people with certain crimes on their records. THEY CAN'T. It puts their clients at risk, and screws up insurance.
I'm not understanding what you think we're supposed to be doing for criminals. It's already been proven that rehab doesn't work.
