Sound like something they would do. make you pay a fee to fill out your taxes, and then fine you for not paying the fee and filing your taxes. Probally will be voted into law by passing this in the middle of the night not reporting this to the public then fining everyone for not complying!!!

Most states, and I assume CO is one of them, don't charge sales taxes on services.

Tire Recycling is a service

Going to be hard to pass this, especially now that people are talking about it.
