3.5 million jobs will be created

Economist at U of Michigan predict 3.5 million jobs will be added by 2010. If so, who would be responsible (get credit) for the job growth? The President? If so which one? Or, is the economy cyclical and the economy is responsible for itself?

I think this is probably the count when a small portion of the Mexican Illegals return to Mexico. Who is going to accomplish this .... who knows.
