None of the examples you have cited can be taken at face value. We have no clue what else was included in those bills.

Politicians do it all the time. They will have something heart-wrenching in a bill (say, Veteran's Benefits) but will also include something so horrendous that the politician could never vote fore it. If you look back to the bills you listed, you will find exactly what I am talking about.
