They already have a gun registry.
For years the ATF has been tasked with going to FFL's and taking photos of the books and in Utah, they monitor every purchase, every text, every phone call.

They not only know exactly what you have, but probably when you fire them and clean them.
They can read the serial number on your gun from satellite when you take it outdoors.

Finally, it can be enforced just like any corrupt edict in any 3rd world country.
Because they know noone can (or is willing to) stop them
